We assembled a team of over 90 engineers by forming a consortium with Indian engineering services company, Nauvata Engineering Limited. During 2023, the team was successful in delivering the project in readiness for first oil, supported by Integrated Standard Operating Procedures.

Background

In 2019, ONGC requested CONSUB  take over technical and project management support services for one of India’s biggest projects to date: the New Exploration Licensing Policy (NELP) Block KG-DWN-98/2 Cluster 2 deepwater development in the Bay of Bengal, East coast of India. The KG-DWN-98/2 block is located within 25-40 km of the nearest landfall, with a water depth varying between 300 m and 3,200 m. The project is valued at $5 billion.

Scope

The scope for the project management consultancy contract included the review of detailed design and engineering (for SPS, SURF, FPSO and part of the MEG regeneration onshore facilities packages), project management consultancy services (for SPS, SURF, FPSO and onshore terminal packages), and interface management (for SPS, SURF, FPSO, CPP, LQUP, onshore facilities, drilling and completion, and bundled services packages).

Key aspects of the scope included:

    • Highly insulated flowlines (pipe-in-pipe)
  • Long, less insulted flexible wellhead jumpers and flexible risers
  • Fluids with high pour point temperature and a high gel strength
  • Fluids with potential to form hydrates if the system is allowed to cool
  • Continuous injection
  • Methanol for flushing and preservation during shutdown
  • Flowline displacement with diesel during shutdown

We went on to help manage and advise across all contracts, providing the technical support ONGC required for the onshore terminal and offshore process platform. CONSUB played a key role in interface management between the consortium of contractors and ONGC.

During the project, we assembled a team of over 90 engineers by forming a consortium with Indian engineering services company, Nauvata Engineering Limited. The team is split between the UK, US, India (offices in Kakinada and Bangalore), Malaysia and Singapore. This consortium provided a balance of specialist technical experience and project management know-how so we would deliver on all of ONGC’s project and national goals. Critically, it also provided cultural understanding so we could deliver a team ethos aligned with ONGC’s values.

Outcome

The project was highly demanding, both technically and in a global context, where we had to overcome the challenges posed by a global pandemic, assisted by our colleagues in India, ensuring the work continued and the project achieved first gas at the end of 2019.
