Development Definition Engineering

Technical and commercial support to developers considering or preparing to submit a bid for an offshore lease:

  • Assessment of geophysical and geotechnical data
  • Basic WT layout and array and export cable routings
  • Assessment of WTG substructures and substation structure (fixed or floating)
  • Assessment of green hydrogen generation and export options
  • Assessment of construction logistics and available port options
  • Assessment of the main environmental markers
  • Development of project schedule
  • Development of CAPEX and OPEX cost estimates
  • Assessment of primary interfaces and risks
  • Assessment of contracting strategies
  • Support in preparation of documentation supporting developers bid for lease

Development Front-End Engineering

Services to the developer following the successful award of a lease option:

  • Development of EIA scoping report
  • Support with permits and licencing and power/green hydrogen offtakes with 3rd parties
  • Performing EIA
  • Surveys
  • Engineering studies: finalise field layout, WTG substructure selection, substation structure, mooring options, hydrogen transport facilities, construction methods & port assessments, dynamic and static cable specification and routing, export cable landfall selection and routing to onshore tie in
  • Updated project schedule, CAPEX and OPEX cost estimates, assessment of interfaces and risks and selection of contracting strategy
  • Support in preparation of documentation for developers final lease approval submission

Engineering and Project Management Support

Services once the developer has obtained approval to execute the project:

  • Development of specifications and scopes of work for:
    • Seabed survey contractor
    • WTG contractor
    • Structures and moorings
    • Inter array and export cables (dynamic and static)
    • Landfall construction
    • Offshore installation and commissioning
    • Onshore substation and grid connection cables
  • Tendering support
  • Regulatory support
  • Owner’s engineers
  • Package management services covering delivery and technical oversight of each package
  • Project programme management support
  • Oversight of construction work, vessel reps, MOCs, etc.
  • Support in phased project close out
  • Technical support in tender phase and ultimate transfer of substation and export cable to the OFTO

Field Integrity Management

Operational services once the development is operational:

  • Perform risk assessments and develop Integrity Management System documentation
  • Develop specifications and scopes of work for periodic survey and inspections and maintenance scopes
  • Perform annual assessments and provide reports for insurance, investors, and other third parties
  • Engineering studies to support any required maintenance and interventions

CONSUB developed a proprietary model using the Python programming language to screen various options for a P2X system to produce green hydrogen and liquid ammonia.
